Poor does not have cloths to cover themselves. Similarly, they do not have shelters or houses to protect themselves from external elements.

Therefore, housing for poor is a serious concern. 

Similarly, humans need to cover themselves under shelters which protects them from sun, rain, wind etc.

This protective shelter is known as a House.
